The House Appropriations Committee has released its draft FY 2026 Financial Services and General Government (FSGG) bill, which proposes $276.6 million in overall funding for the CDFI Fund. While this amount is $47.4 million below the Fund’s FY 2025 enacted amount, it is $243.6 million above the Administration’s Discretionary Budget Request, which proposed a 90% cut ($291 million) to the CDFI Fund and the elimination of its core financial assistance programs, including the Native American CDFI Assistance (NACA) Program.
Critically, the new House bill features a 25% increase in funding for the NACA Program from its FY 2025 enacted amount of $28 million to $35 million. The bill does not include the Administration’s proposed $100 million Rural Financial Award Program to “provide access to affordable financing and spur economic development in rural America.” While federal investments in rural America are important, Native CDFIs serve many of the most economically distressed rural communities in the country and must remain central to any effective rural investment strategy.
The FSGG Subcommittee is scheduled to meet to mark up the bill today at 5:30 p.m. ET, with full Committee action likely in September. The Senate’s version of the bill may be released prior to the August 1 recess, and NCN will track and share any timing updates as they become available.
The Native CDFI Network continues to seek opportunities to advocate and align with the Administration’s economic and rural development priorities. Now is the time to double down on our advocacy to protect and secure the included $35 million for the NACA Program in FY 2026. Native CDFIs are the most effective and trusted financial institutions in Indian Country, and this funding is essential to our mission. NCN calls on all Native CDFIs to continue to engage their Congressional delegations to ensure the protection of NACA Program funding in FY 2025, 2026, and beyond.
